Subject: Merge M110: "Improve checks for VideoFrame layouts."
Adds a `VideoFrameLayout::IsValidForSize(size)` method which clients can
use to verify a VideoFrameLayout for their purpose. Updates a few call
sites to use the new verifier and adds tests.
